Scalesia provides practical environmental and social (E&S) safeguard and risk management support for organisations, projects, and programmes in international cooperation and sustainable development. Our support covers all phases of the project cycle, from processing E&S requirements in tenders and project design to implementation support, monitoring, evaluation, and risk management.
Support with the processing of environmental and social requirements at early bid and project stages. This can include reviewing terms of reference, identifying information gaps, carrying out E&S screenings, assessing implementation risks, and helping prepare the frameworks and tools needed for project design and bid preparation.
Environmental and social management support during project implementation. This can include preparing E&S frameworks, plans and other safeguard instruments, reviewing and updating context and baseline conditions at project locations, conducting remote or on-site compliance monitoring, updating risk assessments, and supporting reporting requirements.
Independent third-party monitoring and evaluation where additional external review is required. This can include donor-mandated E&S audits, periodic compliance reviews, support with incident reporting and follow-up, and practical recommendations to strengthen environmental and social performance.
Review of existing systems to assess how they work in real life and where they can be improved at all stakeholder levels. This can include identifying gaps and weaknesses in implementation, monitoring and incident-management, and refining procedures so that they are practical and aligned with project requirements and local contexts.
We start by understanding the project in context: what it is meant to achieve, who the stakeholders are, where it takes place, and what constraints are already there. In environmental and social management, context is never abstract; it includes the people, institutions, regulations, and field realities that decide whether something will work or not.
Donors, implementing agencies, and local partners often work with different expectations. Good E&S safeguarding has to take that into account and recognize that not every framework can (nor should) be applied in the same way everywhere.
Our responsibility is to produce project-specific E&S responses. We look at the project as a whole, interpret the environmental and social frameworks in context, and put together an approach that is realistic and aligned with both implementation and compliance.
I support organisations working in international cooperation, development, and related project environments where environmental and social safeguarding requirements must be pragmatically understood and implemented within a real-life project context. My approach combines analytical structure with practical delivery thinking, so that safeguard frameworks are not just another chapter in a document, but are implemented across all project stages in a measurable and meaningful way for all relevant stakeholders.
I bring more than three decades of hands-on experience from donor, management, implementation, and evaluation perspectives, working with the World Bank, KfW, GEF, IDB, WWF, national agencies, universities, consulting firms, and local and international partners in highly diverse institutional, cultural, and geographic settings. That trajectory includes the design, management, evaluation, and leadership of environmental and social projects in very different contexts and allows me to understand what environmental and social frameworks need in order to work on the ground, not just on paper.
Drawing on this experience, I support clients in designing and strengthening safeguard components that are technically sound, context-sensitive, and realistic in implementation. I know the operational, administrative, and human dimensions of international cooperation, from project preparation and compliance monitoring to field implementation and final evaluation.
